The role of supervision and inspection is an essential role for the Norwegian Public Roads Administration in the newly reformed road toll sector. The toll chargers are now fully responsible for the toll stations, with regard to procurement as well as ownership and termination. The toll service providers are responsible for AutoPASS agreements and contact with the market (users), including collection and customer service as well as information security related to the AutoPASS tags.

This separation of roles in the road toll sector requires that the parties involved are supervised, and the role of supervisor has been assigned to the Directorate of Public Roads in the Norwegian Public Roads Administration. The basis for supervision is the contractual framework (the toll agreement, the financing agreement, the project agreement and the toll service provider regulations) and approvals given to the parties involved, including approval of new toll stations, new toll service providers and technical requirements applying to AutoPASS tags.
