All drivers, regardless of nationality, have to pay Norwegian road tolls. The automated toll stations are all equipped with a camera that reads the vehicle number plates and toll tags. Foreign registered vehicles, without a toll tag, will be invoiced by Euro Parking Collection plc (EPC).

Register for an EPC account

If you are planning to visit Norway with your foreign car, you may register your vehicle with EPC before your journey. It is optional to register, however, registering for an EPC account will normally reduce the time from your journey to you receiving your invoice. Furthermore, your account will give you access to your invoices, checking due dates, viewing images, registering for e-mail delivery and making payment.

EPC will only invoice foreign vehicles. Norwegian-registered vehicles will be invoiced by the toll road operators

If you are planning to visit Norway with your foreign vehicle for more than two months or on a regular basis, we recommend that you get a AutoPASS contract and a tag.

Toll tag is mandatory for all Commercial vehicles above 3.5 tonnes

  3. The invoice will be sent to you, based on the information that you have registered.

Who has to pay tolls in Norway?

What is the legal basis for toll payment?

The legal basis for toll payment in Norway is Vegloven §27 (Road Act), which states that tolls can be used to finance roads, and in some cases also public transport.

Why does a Euro Parking Collection collect payments for toll roads in Norway?

In order to operate the toll stations efficiently, the toll road operators have outsourced the task of collecting payments from foreign vehicles to EPC, which specializes in cross-border payments and debt Collection.

Why register foreign rental / leasing cars?

If you register, you as the renter / lessee will receive the invoice directly. If you don’t register, the invoice will be sent to the rental / leasing company. The company may add administration fees to cover their cost of handling the invoice and collecting the amount from the renter / lessee. Please register to get started.

Why register my own foreign car?

Do I need to make an international bank transfer in order to pay?

No, normally not. In most cases, EPC offers the customer a choice between payment to a bank account in their local currency or to a Norwegian bank account. This option is available in Austria, Belgium, Czech Republic, Denmark, Finland, France, Germany, Hungary, Ireland, Italy, Latvia, Lithuania, the Netherlands, Norway, Poland, Portugal, Rumania, Slovakia, Spain, Sweden, Switzerland and the United Kingdom. The invoice is stated in the local currency, based on the exchange rate of the invoice date. It is also possible to pay by VISA or MasterCard.

Do I need to make an international call if I have any questions to EPC?

Questions and complaints should be addressed to EPC online at www.epcplc.com/communication. This will enable EPCs staff to handle your case. For some countries – Finland, Germany, Italy, the Netherlands, Norway, Portugal, Spain, Sweden and United Kingdom – it is possible to dial a local number which is redirected to EPC’s multilingual customer support. The price rate will be the same as regular domestic calls in your country. You can also request a call back.

What will the invoice look like?

The invoice will be in the language of the cars nationality for the following 17 countries:
AT-DE , CH , DE , DK , EN-GB , ES , FI-FIN , FR , IS , IT , LT , LV , NL , NO , PL , PT , SV-SE .

It took some time from I travelled in Norway to when I received the invoice. Why?

Processing data and finding relevant information might take some time. Toll passages are also put on hold for short periods to enable more toll passages to be included in the same invoice. Therefore, the invoicing time may be longer than you are used to. 

I have been charged an additional fee of 300 NOK. Why?

You have been charged a fee of 300 NOK for one of the following reasons:

  • If you have received a notice with a surcharge for a passage through Svinesundsforbindelsen prior to 1st November 2015, you would have received this because you did not stop and pay at the toll station. Prior to 1st November 2015, Svinesundsforbindelsen was manual.

  • You have not paid the invoice in due time.

Why does the invoice include images of my car?

The image is captured at an automatic toll station. If a vehicle does not have a valid On-board Unit (toll-tag)an image of the licence plate is automatically taken in order to connect the vehicle to its registered owner. The images are included on the invoice to prove that the toll passage took place. You can view all images taken of your vehicle on www.epcplc.com/view_pictures

I was driving at night. Why are the images bright?

The brightness of the image is auto-adjusted in order to read the license plate number.

I have received an invoice from the EPC, although I had an AutoPASS. What happened?

In rare cases it may be that a payment point you have passed is not registered by our system. If the invoice from EPC is just for the road toll, it has to be paid (using the payment methods on the invoice). If you have received a fine, send a copy of the invoice to visitors@vegfinans.no, and they will make sure that you only have to pay the road toll.
